This item is for use with children aged 3 years and over. It's use with younger children is entirely at the adults discretion. The scarves are soft and have no sharp edges but they are large and care should be taken to ensure they do not pose a suffocation or strangulation risk. All loose parts play should be risk assessed and supervised by a responsible adult.
